POSTAL STATIONERY OF COSTA RICA. A COMMENTARY ON THE LATE USAGE OF THE 3 CENTAVOS INTERNATIONAL RATE POST CARD

The 3 centavos post card (Mena, PC4), was issued on July 28, 1890 along with a 2 centavos card used for domestic proposes and for postage to the Central America nations. The card became almost exhausted and the remainder was overprinted to comply with the rate change decreed on January 22, 1903 (Decree No. 122).

For domestic postage the card was overprinted with two centavos and “INTERIOR” to replace the 1890 interior card and for international mail the card was overprinted with a “4 centavos” and “EXTERIOR” to comply with the new international rate. The overprinted cards were issued on April 13, 1903 (Decree No. 5) and saw immediate circulation.

Inspite of this the original card with added one centavo stamp can be found on extremely rare occasions used during the period between the issuance of the decree and the release of the overprinted card.

Below, I present three different usages of the original card.

Exhibit No. 1.- The original card with a un centavo stamp added used in the time between the issuance of the decree and the release of the overprinted cards.

Exhibit No. 2.- The original card with a one centavo added stamp used after the overprinted cards had already been issued.

Exhibit No. 3.- A very late usage of the original card where the printed nominal value was ignored and a four centavos stamp had been applied to cover the existing rate.

In my correspondence with William J. Lyons, former secretary of the Society of Costa Rica Collectors the copy presented here in Exhibit No. 1 is the only example he has ever seen. As for Exhibits Nos. 2 and 3 they are of lesser philatelic value although still uncommon.
